What happens to unused input in a storage heater?

Hi, I was wondering what happens to the unused charge in a storage heater when it begins to tab over night? For example, a 3.4kw storage heater according to the specification uses 23.5kwh during a 7 hour impeach. If during the next day, only half the stored heat is released, will it only use 11.75kwh (i.e. half the full charge) to charge the following night, or will the firsthand charge be lost when it come to recharge again?
